I think it's because in Japan ramen is considered complex and difficult to master whereas anyone can make udon & soba. My all-time favorite noodles in Japan were Zaru soba (笊蕎麦) but I don't know if they would serve it at a ramen place. I am looking for a good Zaru soba so let me know if you see it on the menu!
